The Rajasthan Electricity Regulatory Commission (RERC) on May 13, 2026, notified the Rajasthan Electricity Regulatory Commission (Battery Energy Storage Systems) Regulations, 2026.
The following has been stated:-
•The Rajasthan Electricity Regulatory Commission has notified regulations governing the planning, deployment, ownership, operation, and utilization of Battery Energy Storage Systems (BESS) across the State.
•The regulations apply to licensees, generating companies, renewable energy developers, aggregators, consumers/prosumers, and BESS service providers, while maintaining technology neutrality for all eligible storage systems.
•The framework aims to promote grid stability, renewable energy integration, ancillary services participation, and cost-effective energy storage solutions through standalone, co-located, grid-connected, or consumer-level BESS models.
•It permits ownership and operation of BESS by distribution licensees, transmission utilities, generators, consumers, aggregators, and third-party investors, subject to applicable laws and grid requirements.
•The regulations also prescribe planning and procurement responsibilities for STU, SLDC, and distribution licensees, including preparation of storage plans aligned with renewable energy and resource adequacy goals.
•Additionally, BESS has been made eligible to provide ancillary services such as frequency regulation, voltage support, spinning reserves, black start services, and demand response, with safeguards against double accounting of revenues and benefits.
These Regulations shall come into force from May 13, 2026.
